Q: CHINESE ABC WORKING PERMIT, (PART2)

Hi Guys

 

First we should thank long time Echina member Scots for sharing his information and experience with us. Now I would like to do the same for everyone else.

 

I will be changing jobs, I'm in the middle of the whole thing. I'm leaving Wall Street Shenzhen after 9 to take an offer from the education gov of Shenzhen. They offered me a great package deal and benefits that help my kids in the future & health insurance for me and my American son, that was kind of them, covered up to Y80,000.

 

Now I will tell you what I have done and what I needed, I will also be getting an A, B, C card, they said they don't test your Chinese level there, they need you to have an HSK certificate, but they said I wouldn't need it now as the whole thing is too new, so I guess they cut corners for now, I will take a HSK test soon, just to have it ready IF I need it. If you are in Shenzhen, you can get it at the Shenzhen University.

 

Now lets start:

 

#1. Health Check
~Requirements:
A. Passport.
B. Computer registered 2x2 Photos with white background.
C. Y450 ( I paid more for extra checks I wanted, hey I’m 37 soon.)
D. Wait 7 working days.

 

#2. Security Check Within China, not abroad. (In my case.)
In Shenzhen I was told to get a security check within China, not from America because I’ve been living and working in China for 10 years. I know it’s not the same for all workers in all cities. So I didn’t have to get an FBI.
~Requirements:
A. Passport.
B. Temporary Registration form by your local police station.
C. Finger Prints by them using an electronic finger print scanner.
D. Wait 3 working days.

 

#3. Notarize The Security Check within China, not abroad.
 ~Requirements:
A. Passport.
B. Temporary Registration form by your local police station.
C. Be prepared for a weird question: Why do you need a security Check for China when you are in China? (They asked me and I said the SAFEA or FEC office told me to prepare it.)

 

#4. Ex Company ~ 3 magic documents ” ( Its my first time to see these.)

I Was Given:

 

A.  A cancelation of my expert certificate. It had only two lines of Chinese written on it with a number# on it.

B. The release letter, also called a Termination of Contract Certificate (Didn’t know this.) It was a full page of basic stuff in Chinese & English, asking the employer did the worker leave or finish the contract, was the work released due to economic reasons. For Me: Both Parties terminate the contract upon the consensus through consultation: Option 1: Employer Reasons / 2. Employee reasons. So they selected “employee reasons”.

C. A recommendation letter, IT MUST BE IN CHINESE. (I have the form in Word format, if you need it.) English won’t work, it will in your home country!

 

#5. Translate Everything
They needed:

A. Degree & University pack that had all my stuff notarized and signed doc’s the university gave me and with the Chinese authentication sticker on the back of the first page.  Note: They didn’t need my transcripts translated.

B. Family birth certificates

C. My divorce from years ago to prove my child is mine.

 

#6. Gave the new company all of these doc’s.
Worth mentioning:

A. They didn’t need my TESOL because I had two years of experience.

B. The lady who will do my visa gave me a stone cold face and said make sure everything is correct and no mistakes because they will reject anyone with the smallest mistake or even a wrong date. (Well thanks for the boost of confidence lady.)
My Visa ends late July.

Only my degree & my child’s birth certificate needed to be authenticated with a China Embassy Sticker.

 

So #7: To be continued! I'll update more as I go through this whole thing.

I want to let everyone know, I just got my Authenticated degree back from US Authentication. I sent it to them 3 weeks ago. 

 

Do not use Chinese companies, it cost me 230$ (around 1600rmb) Chinese companies will lie to you about the time (promising 1-2 weeks) and rip you off, charging 4000rmb. You can get it done while in China.

OMG Y4,000? That's a complete Thailand vacation package.

 

But for teachers that need documents Authenticated without the hassle of going home, sometimes the 4000 might worth it if started earlier.

 

Can a Chinese agency do it for you and get your docs authenticated without the hassle of going to the university and embassy back home?? ( I got a friend with this issue.) This Y4000 deal almost sounds like a Guan-Xi contact to help get authentication done by skipping a few channels.

My guess would be that the Chinese company would us a company in your home country to do it. Hence the high fee, take 600$ from you and pay the company in your country 230$ or whatever the charge.

Today I handed in all of the doc's and passport to the company, next they'll start the Work Permit deal and we'll see how things go.

I saw them look for the Health Check, Recommendation letter and the cancelled Expert cert, they seem to put a lot of focus on the recommendation letter. They seemed relaxed about my degree almost too relaxed like it wasn't that important, so by reading their eyes the health check, recommendation letter and canceled expert cert were the most important things in their eyes.

 

Lets take note today is June 26th,

 

BECAUSE they said: "" The New Visa System is very very slow."

 

So careful if you try to book a vacation, you passport will be gone awhile. 

 

I'll let you know how many days or weeks it took at SAFEA to finish and how the ABC card thing works and before we go to the PSB for the actual Work permit sticker.

I have been through most of of this. And trust me, it takes 5 6 or 7 working days to do it.... if prepared.

 

Step one, 3 months before your RP expires, sort your new contract out, Tell your HR there is a new system, and they need to register their foreigner employment licence on

For A = 1 to 50.
A.:Step 2... tell your HR or agent there is a new system.

Goto A.

 

Agent says yes... GOTO B.

 

B ... 5 days for online WP approval.

 

C...Physical documents go to in. Issued with yes receipt. Put passport into psb with yes receipt.... they will wait the ten days for your work permit to be issued... put it in... 14 days for rp.

It takes 5 days. It might take 5 months to get your docs, but once you have your docs, the government licensed person submits them online. Safea says yes or no within 5 days. If yes, grab your receipt and passport and get them into the PSB. They will issue you with your passport receipt. 10 days  later, get your WP card, take it to PSB, And your new RP will be ready in 14 days.

 

The system does make sense now that I have done it. The problem is the GOTO 50 times to persuade HR or agent that the system has changed.

 

But yup... 5 days to get electronic approval.. If yes your ok.

 

I got a C grade by the way. One year work permit, but three year RP

 

One more but of info.

 

From talking online, non native, or native with no degree, it is still possible... if you are out in the sticks.

 

Unqualified in first tier.... forget it.

 

It seems there is some leaway with the new system. Depending on where you are.

 

If you get your plastic card... seems you are legal. The PSB bit is automatic.

 

If you are a long timer... tell your school to do a 3 year contract. Good chance you will get a three year RP.

Just got my B. 

 

Did not need a criminal background check. 

Did not need an authenticated/notarized degree.  Submitted a digital copy of my degree. 

Did not need a recommendation letter from my previous employer. 

Did not need anything translated. 

 

Did need a health certificate. 

Did need the FEC cancellation certificate and Release Letter. 

Did need a passport sized photo for the card. 

 

 

The online portion took about 10 days. 

 

It was basically the same process as the old one, except it took a bit longer, and now I have a neat card that I have to make sure to not lose. 

 

This was for a new job in Nanjing, so apparently it's not the same everywhere.

Thanks man for this info, as I said in my last add-in the new company kept a look out for the health check, cancellation of my expert certificate and my reference letter that shows I worked at Wall Street for 9 years.  They didn't seem too interested in my authenticated degree or the other stuff that SAFEA made so abundantly clear that we needed to prepare. I watched & read their eyes and all they really aimed for was those three things.

 

So I guess we can start putting together a trend or we have a better idea of this online website or email and which doc's are really required for the company to upload to get a yes or no before the next stage, now I'm speaking for people changing companies and going to new jobs that had an expert cert.

 

So it looks like they only really need our: Canceled expert cert and health check at most, everything else must be assumed to already be ok because we are changing jobs, so they might over look a few things to speed things up like in your case..

 

So I'm gonna guess this and I could be wrong: You get an automatic "Yes" if the company uploads an applicant with a canceled expert cert letter & staying in the same field of work.

Just picked up my B today and here's everything I needed to do different to last year:

 

Provide an extra passport-sized photograph for the card.

 

That's it!  I did nothing online, notarized/authenticated nothing, didn't provide a criminal record check or have to do another medical.  Now, it must be said that I HAVEN'T changed jobs.  I know that when I come to do so, I'll more than likely have everything to do but if you are renewing, the process should, in theory, be straightforward.

Great to know. I heard ESL teachers automatically are B talent cards regardless of our Chinese levels and a few other areas. As for staying at the same company and getting a B sounds great, no hassle but not sure if every city will make it that easy. Hopefully they will.

I'm a B too.

Got my snazzy little card, still waiting for my RP and passport to come back.

 

I am renewing my contract for the 3rd year.

No changes, the only thing I had to do was give my original degree, CELTA and Police Check (from 2014) to the school visa pixie.
None of my certs are authenticated.

If I was changing jobs they would have to be.

 

It seems things are now being done at a local level now, before the pixie had to go to the Provincial capital to get stuff done.

I live in Quanzhou, Fujian. The FEC used to be done in Fuzhou, I think its done here in QZ now.
My Police check is from the UK, the one I submitted when I started work here. I am fully registered with the police here, its a small city so if we are naughty I guess they will know.

Also I don't think HSK comes into it. I have nothing, although I am studying for HSK 2. My colleague has HSK 5 and still got a B.

just one short remark, a friend of mine had wasted time and money trying to "Notarize" his documents with a notary! Bad idea!

Actually it is not right, instead it is enough to have a copy of the document "certified" by the embassy. It is much cheaper and much easier.

BTW you're half right about the certified copy but only a few cities will accept it. Every China city has its own style and some are more or less tolerant when it comes to requirements.

@ironman510 it was about the university degree.

In shanghai, a copy of your diploma certified by your embassy is enough for the work permit application so far. Of course you will need other documents, but no need to have them notarized.

Hi Guys

 

Today is July 20th, 2017

 

I got my B card today, or at least got to hold it and take a few pictures of it. My company will hold it and keep it locked up, Wall Street did the same with the permit FEC booklets before, so I'm fine with that.

 

Some things that I went through and things to point out:

 

1. They purposely waited to apply for the WP (Work Permit Card) online during the same week that my current RP visa would expire. They waited to do everything in the same week. Why? (God knows I was worried) Well because they could expedite me and WP by using this method, and it worked (Thank God). They applied Monday this week, got approved Tuesday and Thursday (today July 20th) printed out my shinny plastic B card and we went to the PSB. They Looked at the card and  the whole process went through so fast. I was surprised too, not tons of paperwork sitting in front of me like the years before.

 

2. Now I speak for Shenzhen only, I'm a native English speaker with a native born passport from a native speaking country and but I studied science aboard and not in a native English speaking country but at a university that spoke English, because (long story short)  I wasn't gonna be trapped with a school loan for 15 years that was "interest rate hiked" so high after 9/11, yeah that was the time when I applied to go to University right after 9/11, a bad time for students after the markets crashed and Bush was no help (he was busy, I understand.), it was hard to get a loan and so I went a different route.. I worked for LG and IBM but teaching always paid more in Korea (Scary right) and it still does today.  So the point is if you are a native speaker and your degree is not from an English speaking country, don't worry too much, you'll be fine I'm willing to bet. This has been a big question for awhile. My mates called me the test victim lol.

 

3. For teachers that are transferring, I was given a 6 month working permit (RP). This is also new the PSB said, next Feb 2018 I will get a year or more. Sounds great. They are using the family L visa style from years back, my mate had to start with 3 months L family visa back in 2011 and then after that he got 1 year and after he got 2 years max. So I've seen this style before, nothing new. 

 

4. My WP card is good for a year, its not printed with an expiry date on it, but if you scan it with Wechat you'll see it there and that's because it'll be update online if you renew with your company. Fast and easy. Cool beans.

 

5. What about changing jobs with our new WP Cards? Now this is the next chapter that we'll probably have to wait for next year. My guess is we turn in the old card and our WP# stays the same and the new company uses our WP# to apply for a new card. We should guess that we need a new job lined up 2~3 months in advance, we don't know how long the online approval will take in the future, maybe faster or slower.

 

If I missed anything, feel free to ask me and I'll try to fill in the blanks, I haven't enjoyed preparing for this new system, I'm happy its over, it took a lot out of me and my family planning for plan A~B~C if the time frame didn't work out. But it did and for the first time I was impressed, the new system worked much faster than I thought it would.

I think in the future thats what will happen, we wont have to use our doc's again or submit them, we'll just use our WP card # number to change jobs. Now if we left China and didn't come back for about a year, yeah I understand about submitting docs again.

The only update I have is the "renewing with the same company ", you'll need to unpack your original documents every time you renew your WP card and you DON'T need anew medical or Non criminal report again which is good. But maybe a later these things will change.

Not really spider. Yeah, I am unhappy with my C, but the bigger point is that I meet teachers who have no idea of the system. I have met teachers who are told they are legal, teachers who think they are legal and who think a trip to HK for a chop every three months is what everyone does.

In my comment to spider above, I explain my bumping of this subject.

Frankly, the ignorance of many ppl towards the work permit system is, at times, astounding.

When I go to bars with a head of foreign teachers I subtly quiz newcomers. They say they are totally legal. They say the company holds their work permit. They say they are full legit cos they have a ten year buisiness visa, and they just have to go to HK every 90 days.

For example, this August, I was in a teacher bar and got talking to a 60 year old American, looking forward to working in the international school.

I ask her what visa she has.. ten year she says. Impressive. Her first time to China and it seems she got a full on ten year green card. I tried to tell her about the legal system. Not interested.

Fair enough that she is not interested. Her choice etc. She is happy being an illegal alien, who am I to protest?

We here all sort of know how the system works. Its up to us to lets others know before they apply for teaching jobs on tourist or business visas. Hence my bumps.

GZ Ironman. One of these American 10 year visas. To be honest, I dont know if its tourist or business. She is totally convinced she is legal to work here. There is also a sort of reverse snobery, for want of a better word. I have met people here working without a work visa, boasting about not paying tax, and suggesting that legal workers are the mugs. Effectively boasting about the very things they complain about others doing in their home country.
