Originally i m from Pakistan and i ve been working here for more then 4 years in shandong and i have left China for almost 6 times in that time period so is the working visa regulation also applicable on me or not since i ve been working for same company for more then 4 years and i m gonna finish my 5 years in july,do i need any kind of preparation as i heard some people has to leave CHina after completion of 5 years,point to be concern that my first FEC is from 2009 to 2010 and the recent one is from 2010 to 2014 ,,,both are from same city in shandong,,i ll be waiting for your kind replies,,thanks ...

There is the rule and then there is the application of the rule.
This will depend primarily upon your company and its relationship with the PSB and above all with the local FEB.
I wouldn't worry too much, there is a rule, but it was never truly used. Now with that said I and my Chinese wife went to the PSB first, they said they are not responsible for this part, and they're not! FEC or also called the Labor department is responsible for this decision(it's where you get your red book), when we asked the FEC Labor department they laughed and chuckled, they said there's never been a law like this used in Shenzhen.
But different cities have different kinds of situations, so I can't tell you what Shandong will do, but I think it's the same, try my method and walk into the FEC office and ask.
I've been here 7 years, 2 years in one company and now five years in my current school, so next July I'll be posting an article on my results about if I get or if I don't get a 6th working resident permit.
I've been working for 5 years in an international school in Qingdao, now they are trying to extend my visa and residence permit for another year and looks like it is not going to be successful. From what I heard rules here in Qingdao became extremely severe and no one wants to take a responsibility of disobeying. Another thing they told me is there is a national computer system where all the years are accounted for.
I have some info about this.
A couple months ago, a bigwig from the MOE came to Qingdao to explain the new rules. My wife hires the foreign teachers for her school and attended this meeting and she relayed this info to me.
First, he said that if you've been away from your country for five years you will "forget" your language and you are not the kind of teacher China is looking for.
His second point regarded the new green card law. Last year China enacted a new law where foreigners can apply for a green card after 5(?) years. He said they don't want any foreigners to receive them because they already have enough people. My wife said he implied that they were doing everything they could to not allow foreigners to get these green cards.
My wife was there with a former colleague of mine and she said they were both amazed at what they were hearing. My wife came home and said that representative from the MOE basically said that they don't want foreigners here.

What happens if a foreign husband or wife that are married to Chinese, have kids, have a house they bought..
After 5 years they tell you: Sorry you lose your family and investments. Leave China!

Which is why I am still amazed that people would still buy... I mean 'rent in the long term' houses in China.
Is this rule written somewhere official, or is it of the unwritten type ?
It looks really strange that labor bureaus throughout China would throw out stable people with a job for the sole reason of being stable with a job. I understand that foreigners are not espacially welcomed and all, but I wouldn't start there if I wanted to go strict on the residency policies. I really can't figure the agenda behind that.
