No.
it's a scam.
There are LOTS of these types of scams.
She will never get a work visa.
If she comes, works, and gets paid (which is a 'maybe'), then she will be doing so illegally.
Is it possible to make this any clearer? Is there anything that seems ambiguous?
I'm pretty sure you know the answer. The recruiter already knows she can't get a Z visa.
Your friend is an idiot, who comes to a foreign country like China to work without doing an ounce of research. Judging by your wording, fact that you're playing stupid on this, and your handle, 'birds of a feather ...' applies to you.
What is your native language ? Maybe I can help translate for you to make it clear. Anyway in English: Your friend will arrive and it sounds like they have a contact to get her a work visa, so I assume this job is in the country side? Or can you tell us where she'll be working? You must tell her that she will be under complete control by the agency. I think she should cancel the whole idea , but if she's trying to save her family than more power to her.
1. If you come to China with L visa, you'll be required to exit China and apply for Z (work visa) at Chinese Embassy in your home country (or in HK, if lucky)!
Coming to China with L visa is a loose-loose proposition. The recruiter who told you 'come to China with L' has an excuse ready 'why you suddenly won't be able to get the work visa'.
2. You are Non-native English teacher and Chinese Government will issue a Work permit only if your degree was completed in native English country (UK, USA, Canada, Australia, New Zealand, S. Africa).
3. Do not believe whatever recruiter told you, because recruiters make money as soon as you land in China. Approximately one full salary will go to the recruiter as soon he/she'll connect you with the School.
Soon after, you will hear you must return home again for this or that reason and apply for Z out of Chinese Embassy in your home country.
This is the only one possible way to get Z/working visa!
You cannot convert any visa (with which you came to China) to Z inside of China!
