I would say no. Sanya, the Hawaii of China, might look like it has nice white sandy beaches, but under the top layer of sand there is a ton of crap. The water quality would also be questionable in many places. There is a lot of raw sewage draining into the oceans and e.g. where the big rivers exists the mainland, you would have waste from all the cities the river passes.

In Nanjing, there is a small river, some 15 -20 m wide, running through the middle of the city, dark brown color, filled with raw sewage. I usually walk through the city, and crossing this smelly, ugly looking river daily.
Three years ago, when I was there first time, I thought that is just something temporarily. Butt..., I will be in the city this summer for 4th year, and nobody even think about 'hiding' that open sewage stream.

we have the same "rivers", there is a place downtown where one runs straight through a residential area. it has been prettified by being covered with slabs of concrete and some trees on each side, part of the smell remains
Some are, sometimes, but if you want to see REALLY filthy beaches in China to to almost ANY of them in one of the major holidays, esp Autmun Festival / golden week when the weather is decent.
Beaches in Beihai seemed to be. Tons of tiny crabs though; literally millions of them. Go for a swim and you can easily end up with your shorts filled with crabs, something i've now experienced twice. Once whilst enjoying a holiday there with my wife, and another time after a heavy drinking session lead to an unsavory rendesvous in a nightclub toilet in Notting Hill.
