Q: Are tax-kuais re-distributed between provinces?

There is a big difference in population and prosperity between provinces. Is there any kind of government level redistribution of tax income so the poorer provinces benefits from the rich provinces success and e.g. can get hospitals and schools despite poverty?

The main purpose of a tax is to line the pockets of the official who thought up the idea for the particular tax in question.
