If yes, which cities?

To my way of thinking, the speed of Interfnet in China is not a question of availability of greater speeds, but a question of capacity of existing system, and the way it is interconnected and set up.
In my case, I went from 1 Mb speed to 2 Mb, no improvement, then jumped to 4 Mb, and still the same slow load ups. So, I quit asking for better speeds, because all I gain ios to pay more for it, and never get it.
Right now, there are claims of speeds up to 200 Mb available in some larger cities for under 300 Rmb per month (in Shanghai on special now at 199 Rmb/month). But, will it really work?.
At my home, from 6 am until maybe 9 am I get great service and speed. But after 9 am things begin to deteriorate, and by late afternoon, everything is so damn slow that a turtle will look like Speedy Gonzalez. In fact, many late afternoons and evenings I do get disconnected from Internet for periods of 20 to 30 minutes.
Sometimes I do check the speeds on my downloads. The best I have seen so far from a nominal 4 Mb is around 800 b. And forget about complaining, you will be required to pay the same no matter what.
