Whether the kid got a know-no-better dad or following a fad on the internet is hard to say.
I knew two people who did that (wore red shoes), one was a straight-As girl while at university, she was less than 5 ft. tall. The other one was a triad society guy, a low life scum.
The common ground between the two is, I think, both want your attention be drawn downward, to the ground level, i.e. away from their face and body. Whatever label you use, somehow, something isn't very right here ....... someone is trying to cover up (or not show) something ..... through the use of distraction
How can they when they don't have a clue?
They're not far removed from wearing Mao suits or Cooley hats.....
Has nothing to do with matching anything at all. It is a fashion statement and not just in China, but in US and Europe as well. They are the avant garde of fashion for young people.
Whilst wearing the standard businesses attire, the ubiquitous low cut white sport socks with black loafers is very avant garde.

White socks with black shoes and suits used to be common when I lived in Japan. It stemmed from the White Tabi (for Zori or Geta) socks worn by the elite to show they weren't common laborers getting their feet dirty and the commoners typically wore black tabi because they did get dirty. Similar to the light/dark skin obsession in China.

i know several teachers here that have given up on teaching basic fashion to students. they just don't care.
some basic rules would be nice.
men wear a belt with a length only 10 cm longer than your actual waist and make sure belt color matches the shoes.
women if you dress up no more than 3 colors total unless the weather is warm, purses, shoes and watchbands all should be the same color. if you are looking for a punter, dark underwear with a thin light shirt or skirt is ok. any other time not so much. panties are always optional, but chinese boys would not notice anyway

Well sometimes the teachers aren't much better than the students, sartorially speaking. I've worked with backpacker types who went into class wearing shorts and sandals in the summer.
I'll stick to footy shorts singlet and thongs ..
