Is there any legal way to do business with a work visa?
Can I set up a WFOE or get a Hong Kong license?

If you setup a Hong Kong company then you can legally do business with Chinese companies but you can't get a Chinese work permit. You'd be able to get a business visa via an invitation letter from a Chinese company that you deal with.
If you want want to run a business in China in china and have a work permit then you'll need to set up a WFOE and employ yourself. For this you should have a company outstanding de china first to own the Chinese company.
At least that's the basics if I understood your question properly.
My question is If you can work in China with a Chinese company that provides work permit a Z visa and at the same time do business by your own with your own Hong Kong company.

Yes you can, but you can't do any business that isn't done at the address of where your work permit is registered to within China. So you'll be doing a lot of border crossing.

How would your employer feel about that? I'd be annoyed if you worked for me and did any of your business during the time I'm paying you.
