Yes foreigners can donate blood in china. It's actually the opposite if you came to China a certain time you aren't allowed to give blood in the states. 

There are regular blood drives by the Chinese Red Cross in the major cities, on university campuses, etc,. etc.  Immediately after a major natural disaster of any kind, one can see the buses of the blood drives in many different places.  A foreigner can give blood in China.

Yes you can donate but their is an age limit. I tried a couple of weeks ago but they told me as I was 58 I was too old as the blood would not be good!!
