This is for a friend,
He has to hand in his passport to the PSB to get his residency permit, however the day after this s planned (monday) we are flying to Sanya for a weeks holiday.
How can we do it?
if his passport is with the police can the police give him something so he can still travel or is he stuck here in HZ until he has is passport back?

I think your best bet is to go to the PSB ASAP and ask them. You should also go to your local embassy for advice. Most embassies can issue temporary emergency passports which are usually processed and ready for collection in a few days. Other than that, taking a photocopy of your passport won't work - that I can guarantee.
While your passport is in the PSB they will give you an official stamped receipt. You can use this instead of your passport. Call your airline ahead and tell them. I did this recently.

I can verify this for Shanghai, in Chongqing however they do not do this (I guess if you have an emergency and argue with them they might also give you something). I guess it depends on the city you are located in.

I just contacted spring airlines and they told me to contact the air port security.. but they said if the PSB say its ok, then its ok.

I will be mad as hell if i can get out to Sanya but then cant come back lol, mind you, there are worse things than being trapped in Sanya.
In theory its supposed to be ok, but trying to explain it at airport causes a lot of confusion, my biggest problem was after getting my destination most hotels wouldnt accept my photocopy to check,in.
for your info hotels, internet cafes, and train stations don't accept that passport receipt. I asked police station once if i could travel for one day and come back and they said it's illegal to leave the city you are submitted your passport at.
The only thing that's likely to be sufficient is a letter of explanation from the PSB that has their chop. It might be useful in the letter to includeyour last RP number. If you get a temporary passport, airport security is still going to be want to see your residence permit inside. I wouldn't be chancing it with anything else, even if you have a stamped receipt.
