Q: Can I notarize my degree through the Chinese consulate in Hong Kong?

The Chinese embassy doesn't notarize, they authenticate it by putting a square sticker with a round hologram at the bottom on the back of the certified & notarized document that your University gave you.
So unless you were a HK Uni student, No chance man!

Can you at the very least state which country you're from?
Afaik the original notarisation has to be done in your own country. Only then can you go to a Chinese embassy for their stamp. I'm going through this highly enjoyable process myself right now. I don't know about others' countries but in Ireland you first have to get your degree stamped by a solicitor and then the government.
