Q: China Telecom/Apple deal. Why?

Why didn't Apple deal with China's largest mobile carrier China Mobile?

While China Telecom & China Mobile are for all intents and purposes government owned, the officers behind China Telecom are higher ranked and committies that are more advantageous to Apple's other goals.
China Mobile would make more sense from a consumer point, but China Telecom is still the leader from a business point.
What I mean is that Apple could sell more phones with China Mobile and they will probably lose around 100 million US because of it. But, with the power that China Telecom has, they will make that bake many times over with superior tax rates, import fees, future marketing deals, etc...

Because of connection problems with my iPhone 4s, I contacted Apple China to ask why my mobile cannot get signal sometimes.
They have this huge problem mainly with China Mobile. I cannot go into the details as I could understand it myself, but from a technical point of view, it seems that China Mobile signals are not recognized by the iPhone because they can't synchronize the signal difference.
Apple is trying to solve the problem with China Mobile but it will take quite a long time. So it's either China Telecom or China Unicom.
