This has no direct or indirect connection with hurricane Sandy. So, please don't say anything about that.
Chinese pollution (alongside Indian) has meant that Kathmandu valley is, in summer, a disgustingly polluted place. These two huge polluters are causing health and well-being issues in neighbouring countries and international law has not caught up with such things. Last summer, Kathmandu was on a four day working week because air quality was so poor. That's no way to have to run a country, you have to agree.
Further afield, Chinese pollution is causing significant changes in weather patterns to California (to pick one example on the western sea board). Should this be a case for the UN and should damages be paid by countries who negatively affect the health of other nation's citizens?

Yes..if you think about Global warming..then the pollution made at one placet affects all over the world..

And those are just a few of the top hits. And THAT'S just looking at China's pollution in the US specifically - not the concept of pollution spreading across international borders more generally...
Might be quite difficult to prove conclusively unless you label each particle as it enters the atmosphere.

Minus 3 points....ironically to date this is the only sensible answer posted to this question.A pollution tax is possible, but identifying which pollutants, and from where, directly affect another person or country I'm certain is impossible.

Actually, scientists do have the ability to follow and understand the movement in soils and pollution at a global level, and can document and prove that soils have come from one particular place.
They can't "label every particle" as you so hyperbolically put it - but then they don't exactly count every single drop of rain either, they look at the overall situation.
this is 1 planet. which exactly why we as people need to address nuclear energy/ weapons and pollution.
this is just my uneducated opinion. i know absolutely nothing official on the subject.

We also need to stop certain countries from invading other countries under the false premise of human rights when all they are really interested in is securing pipelines, ousting the dictator they put in place during a previous invasion, exploration contracts, or shipping lanes, supporting unethical allies in the middle east, or creating a new puppet state to help it do some of the above.
Oh my, I do not know exactly how pollution at one area can affect the others..I know it will but how does it work scientifically?!
