Do you mean use a Union Pay card for PayPal? Yes, only certain banks are accepted (China Construction Bank is one of them).

You need to have an e-banking account for the card.

 

If you're asking whether you can add money to your PayPal account through your Union Pay card, then no.

Yes,  as long as you have an e-banking account (CCB works) you can use PayPal to make international payments. I haven't tried to make payments within China yet.

 

NOTE: It seems that with CCB (other banks may be different) you can only *send* money, and not pay a request for money that has been sent to you or automatically generated by an e-commerce website. To be specific, I have found that clicking on a URL in an email sent to you through PayPal requesting payment does not work. If you take the transaction details from this email, then initiate your own payment from within PayPal quoting the order number and other transaction details, this seems to work. Odd, but there it is. YMMV.
