Q: CRB (criminal record background check)

Does this need to be done from your home country, or can it be done in China?  If from country, does it need to be federal, or can it be local?  If it can be done in China (I've lived in China the past 4 years) where does one go to do that?  What about it needing to be "authenticated"?  Is this also something to be done at the Chinese embassy? 

Degree authentication: also, have to be done at home country embassy, or can I get it done at the US embassy in China?

 

Who has done this yet, with switching employers?

I got mine in 2013 in my hometown (EU) on Henan Uni.'s request, despite I am in China since 2009.

 

Every RP holder can exit and re-entry China anytime she/he wants and can commit crimes elsewhere.

That's why being in China doesn't count toward non-Crim record and it must come from cops in your hometown.

 

At that time, I was guessing they are looking for 'child-molester-records', but I would guess this kind of records must be centralised, i.e. available free to any country around the world.

 

The same cert. is attached to my CV and nobody asks me anything more about it.

This is really the million dollar question.

 

Criminal Background Check. From what I have heard, many people either do a Chinese one for your time in China (I did this last week), or possibly a local criminal paper from your hometown. But, you may have to get one nationwide.

 

Authentication? I am in the process of getting my degree authenticated through a Chinese government agency, and HOPEFULLY will get my results back within the next two weeks. The optimum word is hopefully since they sent my paperwork from Hangzhou to Beijing and the local office doesnt really have a time table to get this. I submitted mine the first week of May and was told it would take a month, three weeks later (this week) I was told that it might not come until the end of June which made me shit a brick.

 

My experience right now is that seemingly no one seems to know, because I get different information from different people. I have called (and maybe you should too) call the Foreign Expert Bureau directly and ask them what they need. Problem is seemingly again the "rules" change all the damn time.

 

For instance, one employer told me in early April that the CRB must be from home country and not China, now she had me get the local Chinese one. My old foreign affairs guy from a previous employer tells me that all this stuff is only for new arrivals.

 

My hope and understanding from the FEB is that the CRB and authentications is for new arrivals and not for people renewing. However if you let your work permit lapse, you have to go back to square one and go home, and do all the bullshit required, and yes, it is a lot of bullshit.

 

Not the answer you want to hear, but the straight dope is no one seems to know, and that although this whole April 1 thing was designed to streamline and make all the rules the same nationwide, all the provinces, city and municipalities are still doing different things. The rule will be whatever the rule is when my paperwork hits the desk of the Foreign Expert Bureau the middle of next month.

Now, none of my contacts for new job/RP transfer doesn't want to listen and ask at SAFEA: 'Will you grant new FEC to this FT?' and show my CV to Gov.

 

I signed one Contract already after rep. told me 'SAFEA confirmed new FEC for you ...'.

Few days later, after I said ''I'll mail my belongings to School tomorrow'' signed Contract get annulled 'cause SAFEA apparently said: 'English teacher can teach only her/his native language! These are new regulations ... '

And on the top of all this, I got an offer last week for work at different School in the same city I am now.

Rep told me yesterday, he proposed Contract for me to the School's Board and he is waiting for their confirmation.

 

After Henan signed Contract, I was looking over the net about July&August holidays trip out of China. When Contract got annulled, I switched to looking at flights to EU (return home).

This week, I am back to vacation trip somewhere in Asia.

 

It is mess because nobody responsible for hiring in China doesn't know anything about implementation of the Law changes.

 

Have different School in Luoyang, Henan with Contract offer and 'yes, we can secure RP extension ...'.

I hesitate because I might fly there and then I'll be forced to exit China for this or that. Mastards!

I ain't coming back to China if I am required to exit! I had enough and BS is keep coming ... Today, I have 4 classes in AM and in the afternoon I am required to conduct 2 of Monday's classes.

Contract state I will have free all Chinese holiday with full pay. Monday is boat festival and I must replace 2 last Monday's classes ... How's that?

I gave rep FEC for cancellation on May 2nd and at my inquiry where is cancel certificate he said: 'It's out of my hand. I gave FEC to the owner!'. Text to owner returned no reply yesterday, so I called rep again and ask him to find out where FEC cancel paper is. He replied today: 'Are you sure you want to cancel FEC?'

Rep is Chinese English teacher apparently studied in Washington DC ....

After all this, I sent text to rep: 'Get another teacher for this PM classes!'

Call to SAFEA again next week ....!
