I attended the monthly meeting for reviewing IPT projects. The IPT manager was talking about the operations in Brazil plant and Korean plant. He proposed that we could use the same idea by organizing all the tools and putting them into small boxes so it's convenient for the worker in case they need to access to those tools. One of the supervisors said we had tried that before 3 years ago, and all those tools were gone within a week. She said people here are different, could be a culture difference.
Personally I don't know what do they do when they bring a screw or a snail back home, yet it's not about the culture, it's more like a moral thing. People may think something free is better than nothing.

I think it's cultural. That would never happen in Japan.
Ever heard of stealing being part of everyday life in China? No? Ask any foreigner who has had to spend money on anything there. It does form part of the culture in China, since it's closely related to winning face. Steal a screw from the foreign boss and you win big face, with a proud smile on your face while riding your tricycle back home.
Also, the concept of morals doesn't really exist in China, nor does the concept of guilt. Shame however does exist.

I hate to be a dummy and know nothing,,, but please explain a little bit what u meant by 'steal openly'. I don't get it. Surely they cannot steal from the victim openly? Does that mean they steal no matter if others are watching and just nobody says anything about it?
* did u all see the poll that placed 13 of the 50 most dangerous cities in the world in Brazil? Does that have anything to do with this stealing problem too?

in china a person will only steal when there is absolutely no way it can be traced back to them (excluding full time thieves). basically they steal secretly . in a place like brazil the workers will steal the tools right in front of each other because no one will talk and most are doing the same thing.
There are very interesting cultural differences between countries. Some cultures value a strong work ethic. They believe doing a good job is more honorable than even spending time with your family. Japan comes to mind. Other cultures value trickery and believe more honor is derived from getting the most out of a situation while giving as little as possible. In Brazil, even the children are master thieves (don't go to Rio with anything in your pockets or you will be sent to the cleaners). Companies must consider these cultural differences before setting up shop because they really matter.
It is not just Brazil or Korea
it happens everywhere
the difference is the safe guards that are in place
the management reserves the right to check your bag ,locker and car if it is on their property
and if you are issued equipment you are held responsible for their loss and care
and if you can't follow the policy that you signed in your contract then you do not have a job anymore
well that's how it works in most places I've worked in over the years

You need some sort of security. if you catch thieves then fire them. If the security can't catch thieves then they get fired for not looking. I'm am not sure what tools you are talking about but if the problem is bad, maybe giving a set to each worker and demand that they have them at work or loose their job. You must make them responsible for the tools.
