Of course they can, however, before anyone can become such a person they need to learn a few 'skills'

1. Put your partner first, in all things.

2. Respect each other.

3. Total trust in each other.

4. Consideration.

5. Hugs and cuddles even when sex isn't being thought of and preferably at random times.

6. Spontaneity. (Sometimes you have to plan this ).

7. Accept you are wrong, (even when you are right).

8. Have some mutually accepted ground rules and red lines.

So can the Chinese.... ? Yes they can, of course.

Will they...... ?     Given the above (far from comprehensive list) I seriously doubt it will happen any time soon, and this is coming from a Brit, a race of people not known for their romantic inclinations.

Absolutely no bloody way...never gonna happen.

Chinese people as a whole are some of the least romantic people in the world.  This is in no way intended to insult Chinese people as my gf is Chinese but it's true. Relationships and marriage are often based on practical factors rather than true love.

My attempts at romance with my gf often go right over her head...but she is learning.

It's like asking the wrong question. There is not really a concept of 'lover'. Or 'romance' or these kinds of thing to Chinese minds.

            It's like asking if the colour blue is the top 10 best tasting colours. It doesn't really compute here.

So.. i guess the answer is 'no' as you can't be good at a completely foreign concept that has not relevance or reference or meaning to your own self. 

  Don't have anything to add here, as Hugh pointed out, us Brits are not famous for being world class lovers, though in our defense, we may not sweep the lady off her feet when we arrive for the date, but at least we arrive on time.

  Do have a related joke for you though:
