If you take an example from January/February of 2011, yes, it does snow in Beijing and in Shanghai during those months.
Beijing's snow depends on the government. If they decide it's too dry, they'll shoot up some chemicals to make it snow. But they're only fooling themselves if they think they can control mother nature. Just wait and see...wahahaha!!!!
I've looked at weather sites, but all it says is "percipitation" averages for these months. I live in upstate NY, near Buffalo, and we have average percipitation of like 40 inches (slight exageration). It's SNOW. I couldn't decide if the percip in BJ or Shanhai was snow or rain.... so thanks!

Well it snows here in Shanghai sometimes but it's not always promised. It's like the southern part of America, when you get snow it's like wow oh my god it's snowing and everyone is happy!!!!
The central plains area where Beijing and Shanghai are is really dry and prone to drought so don't expect to see much snow if its been a particularly dry year.
I have been in shanghai for 10 years and I can honesty say that it rarely ever snows but if it does, it's not very much and doesn't stay long. The most snow I have seen in shanghai was about 1 or 2 inches and it stayed about 3 days.
