Q: Foreign “Green Card” Holders Now Enjoy Same Rights as Chinese
i want to know can a foriegner get chinese passport?

NOPE !
Passports are issued to those born in a country, so if you are a foreigner to that country (China or any other one, including USA), you can not legally get a passport from it.

Um, foreigners (naturalized citizens) get USA passports all the time. But in China's case, you are correct. They will issue a green card (still highly difficult to obtain), but will never issue you a Chinese passport.

Cooter: once a "foreigner" is naturalized in any country, it becomes a citizen of that country, with all rights (almost) of those born in that country, including a right to a passport. To me, once naturalized, it ceases to be a "foreigner". A resident visa is not the same as naturalization.

Please dont give out false informaton. It is oossible and legal to have a passport from anotherbcountry. China is not one of these countries, however, many if us hold 2 legal, valid passports.

Either you did not fully understand my reply, or you are confused totally. And by the way, I still stand correct. In order to get a passport from any country, you must be either born on that country, be the son or daughter of a pewrson born there, or become a ciotizen of that country prior to requesting a passport. A foreigner (by definition a non citizen, can not have legally a passport of that country). I do myself hold 3 valid and legal passports from three different countries, for reasons of no concern to you or anyone else. But as a USA born citizen, I am a foreigner in China. And as such, I can not have a Chinese passport unless I am naturalized first. That was the question, and I do stand by my answer as correct. Your comment is confusing and wrong, because in USA, no passport will be issued to a Chinese even if holding a Green Card. Not unless he is naturalized. So please, get your facts straight before you reply nextr time.
And, what exactly you can enjoy as chinese people, what you do not enjoy now like foreigner ? do you wish have lower salary ? right to vote for the pre-selected party members ? I really do not see any benefit of this. If they offer the US green card, thats different league, but residency permit u can get now also easily. nothing special for us, who aren't willing stay here all the life.

With a Chinese green-card, you don't even get political rights....so no voting for pre-selected candidates :P

Actually there have been instances when the PRC issued passports to non-Chinese but these have been few in number. For example, when there was still a sizeable number of Russians in Harbin, they had the choice of becoming either Soviet citizens, citizens of the PRC or remaining stateless with a Nansen passport. In the end, it was 30% split for each category. Many of these that had PRC passport immigrated nonetheless and became citizens of other countries. At present, I only know of a handful of Westerners in China on PRC passports, mostly in Shanghai, and two stateless ex-American sisters in an old people's home in Harbin.
