Q: Getting an L visa in China

My Z visa expires July 31st, but I want to stay in China for the month of August before I return home. When and where can I get an L visa in China for the month of August? Do I have to wait until the very end of July to get the L visa, or can I get it sooner?

Your Z get turned into Residence permit in 30 days after your entry to China, so your RP expires on July 31st, 2014.

By Chinese law, your School must get you 30 days L just before RP expiration by visiting PSB in your city.

As I know, PSB won't give you L visa now.
