Water splashing festival is part of their (minority tribe, the dai tribe) new year festival, in April~May. The guys who did it are in the photos.  A little Sherlock Holmes.  Who are they?  Great communist education, great comrades, errrthhhh?

Adapt, change, bend the rules and be more efficient. -- iWolf
