You normally have to. Whatever country or location is stated at the top of the invitation letter is the place where you take your passport and the letter to pick up the 'z' visa. Unless you specifically ask your employer to send an invitation letter with an alternative country or region on it, your own country will be the one shown.

Hi Kaiwen,
Just want you to clarify something if you don't mind.I have a company that's ready to process my working visa.I keep on insisting to them I want to go do the process in HongKong but their response is that they don't have the power to decide where I will process my visa. They tell me it's the governments decision. Is it true? Thanks
Regards
My question is do you have to come to China first and do the medical check or exam in order to get the invitation lette? Are we required to come to China to first, or is it possilble to do the Z process work in our home country and than later come to china to do the rest of it? I have been told we have to come here first to do the medical exam? Is this really the truth, or just lies?
sorrel:
you should get the official documents sent to you in your home country in order to be issued the 'Z' visa. With this visa, you enter China and get the medical examination. This is then used, along with your passport, to the local Immigration centre (I always forget the official name of the bureau) you then receive your passport back with the Residents visa.
an invitation letter is not enough to do a Z visa. Invitation letter is only enough for an F visa.
Kaiwen:
There is an invitation letter for 'Z' visas too. The difference is the government issue 'Z' visa invitation letters and they look an official form. 'F' visa invitation letters are less official and can be issued by a company that is inviting an overseas person for business negotiation.

i know that there is an invitation letter too but only the invitation letter is not enough
You can only do this LEGALLY from you own country! You need the employer letter AND an invitation from the Chinese government as a foreign expert. Then, the Chinese embassy in your country issues a 30 day visa. After arriving here, you get you physical and whatever, you exchange the 30 day visa for a one year residence permit. Beware that the residence permit is for one year but the year starts on the day the 30 day visa was issued. So, you lose about one month of your time in the process. Everything takes longer than it is supposed to!!!!!
Kaiwen:
That is not true. Your employer can request that another consulate outside your own country is put on the invitation letter. The government are becoming stricter as to where you can obtain the 'Z' visa but it is still perfectly feasible that, for example, a UK citizen obtains the 'Z' visa in Hong Kong as long as HK is stipulated on the invitation letter.

yep i did my working visa legally in Hong Kong. The letter etc. was just addressed to hk
