i would play it safe and marry in hong kong, much less trouble, many chinese girls marry in hong kong, the age to marry for the girl is 16. if their laws are this open, 2 foreigners should have no trouble.

Same way that men marry Chinese, get the paperwork by applying to your embassy to say you are single and do not have a current husband then go to his hometown (where is family Hukou/registration book is) to register the marriage. If you want to hold a celebration in Shanghai then no problem, but for paperwork it will have to be done in his hometown or his provinces capital city depending on where he is from.
