What is the procedure/steps for legally taking a small pet back home to the west when you permanently leave China? Do you have to register the pet with the embassy or get paperwork from some Chinese department? I've also heard something about electronic implants...where can I get all this done?

You can get the electronic device/rice implanted into your pet at the Vet. As for taking your animal back, same procedures, shots, records and quarentine after arrival into your home country. Don't fight it, it's well needed
There is a form, I think from Dept of agriculture and animals. A rabie shot must be given BEFORE 30 days of departure, a Vet health check, probably an ID micro chip implanted. The shipping carrier crate has to be big enough for the animal to stand in. Food and water bowls must be supplied.
It depends on which country you are taking the pet to. Each country has it's own set of rules.
For instance, on the US's CDC website, you can find the rules and regulations for bringing a pet from China into the US. Birds are not allowed, dogs over 3 mos must have rabies shots and vet certs. Under 3 mos, you have to agree to quarantine the dog in your home (or other arranged area) away from other animals for 30 days, or until the dog is old enough to receive its shots. For cats and other small animals the regs are different still. Your best bet is to find the import laws for your home country.

As far as traveling, many airlines will allow you to bring 1 small carrier on the plane that must fit under the seat in front of you. The animal must stay in the carrier for the entire flight. (Although I've taken my parrot on cross country flights and taken him into the bathroom with me to change the bedding.) The airlines usually charge $100 USD or so for the pet to fly.
They can also go as checked baggage, as long as the weather isn't hot. They usually don't allow them to be checked between June and August.
Again, you can check the websites for the specific airlines and they'll give you the info. It is best to make your pet's reservations for the flight as soon as you make yours, because they often only allow 2 pets in the cabin. I have looked on several Chinese airlines because I'd really like to buy a Pekingese while I'm there and bring it home, and this is what I've found.
