It is doable but there is a good amount of paperwork involved. You should have a Chinese partner. You will need to get various authorizations (the local Labor Ministry, etc., etc.), authorization to hire a foreign teacher (not usually given unless the school has been operational for two years), etc., etc. Nonetheless, I have seen this done several times. Frankly, find yourself a Chinese partner who is adept a manouevering himself or herself through the bureacracy.
How do you mean 'school'?
If you mean with accreidations, ability to get students to sit legitimate exams, get recognition from the government, and all that - hard!
If, OTOH, you mean basically group-1 tutoring - extremely easy! Find a place where the students can come, advertise.. get money! As it grows, find a new (and better) place.. Just, don't get so big that the government will become interested in you!
