Q: How do you report 'corruption' here?

Well, illegal dealings, at any rate? And actually have the perps actually face prosecution, fines and the right jail-time?

 

Serious answers, please!!

 

Quick story  - turns out my last employer's finance department (or, at the very least, one person there) didn't bother to pass on the money taken out of my pay for tax, to the tax department. Made it even worse (from my perspective), when I was getting asked more and more unreasonable demands with regards to allowances and their full reimbursement... I couldn't get my full airfare allowance without providing... not only the e-ticket pdf, but also they wanted a real fapiao (not happening when you fly international and you book online - that's what the e-ticket is for!), and then... a used boarding pass!!!

 

However, I was already onto him well before then!! I had my suspicions, and so I went to the State Administration for Taxation (SAT - tax dept), and while I was apparently on the system (they had me being employed by my employer), there were no tax payments made to my passport number.... The tax official said I should get the tax number (like social security or tax file number), as there may have been a 'mistake' ...(yeah, she didn't think so, either!!) We rang the finance dept, and The finance guy got angry!! (odd reaction, don't you think??) and refused to give me - or the tax officer - that number! And demanded I come to his office...

 

So, I go to his office.... instead of giving me that number (again, refusing to), he did type up a letter saying how much tax had been taken out of my pay... (as useless as any piece of paper in this country... unless it's red Tongue) I kept on.... and finally, about a week later, I got 2 fapiaos from the SAT (via the finance dept, hand delivered by my dean!!) I did note, however, that the dates for the payments of those tax installments were, naturally, only the week before. (Tax law states, taxation ought to be submitted within 15 days of the employee being paid).

 

 

So - that's my story... however, a twist!

 

I went hunting for a website to report this... I eventually found the government's anti-corruption website - in English even!! However... I could find no way to actually report any corruption - just a stack of 'look how great we are' news reports, etc... So, I hit the 'contact us' button, and sent off an email.... and it bounced!

 

 

So, how does one (who doesn't speak/read Chinese) report corruption???

 

I'm 100% positive I'm not the only foreigner in this situation - and I'm also sure it's a multi-million RMB 'business'... (and, in my egocentric, arrogant opinion - needs to be stopped!)

Good question (which I don't know the answer to). Maybe your local police station can point you in the right direction? That is, after they stop laughing.

Your just trying to impose western ideas on the Chinese people. "When in Rome, do as the Romans do." Didn't you know that? Culture is relative, so what the guy is doing is fine. Everyone does it. Relax. He's just trying to make ends meet.

Dude... 2000+RMB/month from me... and a few other FT's (10-15 of different salary levels) at that university... that's not 'making ends meet'.. that's straight out greed!

 

What really got me was it wasn't enough to take from my normal salary, but he also had to swipe off my allowances as well (ie, "let's see just how much I can get off this stupid laowai!")

 

so, the impression I get from your post is.... it really is ok to break the law???

Shining: I think (hope) he is being sarcastic. There is no way that tax theft is condoned by any government, as it is a chief method of raising revenue. It is just an indictment of the culture that they feel compelled to do it, honestly believing they are too smart to get caught.

Maybe you are new to China. You do not understand Chinese people. It is a cultural difference.

 

And foreigner teachers seriously think they get paid more than the Chinese staff, when this sort of thing happens?

Firstly, I've been here a few years, so yes, I know the deal...

 

But, secondly, don't you think it's pretty ironic that the biggest problem in China today (as told to me by my students, and in the media) is corruption... but when someone actually says they want to do something about it - they get laughed at....

 

(as for the pays... yeah, I want to know how they pay for that BMW or Audi!)

On which planet do you think that a Chinese government department will side with the whiningest white boy against a Chinese business regardless of the circumstances? Are you worried about your access to the dole, free hospitals or housing commission???

Get a grip dude. If you do manage to report it, I'd give you a week before you are jailed then deported for evading tax. YES, YOU ARE 100% RESPONSIBLE for your company paying the correct tax. Did you forget where you are?

As in any country, the most efficient way would be to contact media and let the media heat it up. And eventually things will show up on the headline.

 

But seriously, I think the Central Commission for Discipline Inspection are too busy at the moment. 

 

I have a friend that works there. They are having their most OT ever since last decade...well you know...hunting tigers.
