Can you buy insulin [pens], Glucophage and Lipitor over the counter? How much do doctors/hospitals charge for bi-monthly blood and urine tests? I am wondering how expat diabetics in China generally experience healthcare.

All of the above are readily available in hospital dispensaries. I cannot say for sure what a Dalian hospital would charge for a bimonthly blood and urine test. In Shenyang, it would probably run around RMB 200 or less, depending upon the hospital. If you are a legally employed in China and on a Z visa, your employer will most likely provide you with medical insurance which will cover 80% of the cost. Diabetes is very, very prevalent here in China and seeking and obtaining adequate treatment should be no problem.
Also, Dalian City Center Hospital is considered to have one of the best departments for the treatment of diabetes in the province. You may wish to start there.
from memory, half a year ago I read about copy versions of these pens, bring a supply from home so you have time to find a good safe source after you arrive
From what I know, big public hospitals here have endocrinology departments. That is where you have to go for treatment and check ups. They usually have imported insulin and oral hypoglycemic drugs from developed countries, such as USA, Germany, Japan, etc. But be aware, imported drugs are too expensive here. You can also buy some of those drugs at the pharmacies. They are cheaper there since most of them are locally produced drugs, but I have no idea about the quality. About check ups, lab tests are fairly cheap in China, so you should not be worried about that.
