Q: How fast is the international mail service here?

In other words, how long will it take for my packages to arrive at their destination in the States? Should I be sending Christmas presents in the mail now?

By surface mail ,absolutely mail now. Air you have time, but better to mail early. 
 I think the recommended surface mailing date to China is in Oct.

For me, it can vary. I have had letters arrive here in five days and I have had letters arrive after three months. The average for me is usually aroud two weeks.  My advice: Earlier is better!
