Q: How is it punishment for expats differ according to skin color?

It's quite common in the news to see foreigners getting punishments in China.

Almost all of the more severe punishments issued were to expats who 1. had Muslim origins, or 2. were ethnically Chinese.

How can this be justified? I honestly doubt a white male from the USA or Canada or GB. would have equal measures applied.

There are no laws for equality based on skin color, ethnicity, or anything else. So...try not to get in trouble.

remember everything has to do with money. also too many idiots in the world. if someone is executed (even if they broke the law) for something that is not an executable offense in let's say the uk this will create a public stir and may effect trade.

Depends on the crime. Obviously you are from the Middle East or Asian counrty. But I don't see the same things you are suggesting on the news.
