Never heard, but I think in small cities, the locals get points for littering, maybe a free lottery ticket!  And if their kid dumps on the sidewalk, that must count for an extra point!

if I were to catch you littering... first you would eat the litter and then apologize to a group that I could find for you to talk to ..............then release you and hope you learned something.
