The pressure to conform here is intense from a very early age, even more so given dormitory living conditions. It appears to me that girls are brought up to be financially dependent on men their whole lives so breaking the cycle will be slow. Few of the girls i have known over the last few years have successfully displayed independence. One friend  who works expressed a wish to have her own place, so her parents told her they would give their money to her male cousin. She stepped back in line very quickly. studying abroad is one option so they get a taste of independence is like. 

Wow, outstanding question. Mothers are truly the first teachers but she must teach her children how to be successful in the society where they live. Secondly, she can't be alone when it comes to raising free thinking independent children. So I think both men and women share some of the responsibility. But remember , by teaching their children these values, they will be going against the grandparents (who by design have a heavy presence), the schools, the government so their children along with  them could become isolated. This happens in the smaller cities and villages. If they are lucky, they can live in a big city.
