Did you heard of the SAFEA, State Administration of Foreign Expert Affairs ? This is the Chinese administration that says if you can work or not in China. They have a website, in English

Here is a cut and paste from a previous answer I posted to the same question:

 

Here are the instructions I was given by an agent when I was applying for a Z visa:

 

Step 1: Submit and apply for approval

Step 2: Medical Exam and get the result

Step 3: Apply for the Alien Employment License

Step 4: Apply for the Invitation Letter

Step 5: Apply for Employment visa (Z visa) to enter into China (home country)

Step 6: Apply for <Registration form of Temporary Residence for Visitors> with Z visa.

Step 7: Apply for Alien Employment Permit within 15 days after entering China with Z visa)

Step 8: Apply for Alien Residence Permit (within 30 days after entering China with Z visa)--Need interview

 

I have just cut and pasted from another document. I am not sure what step one is.

 

Steps 1,2,3,4,7 and 8 were done with the agent.

 

Steps 5 and 6 I had to do myself.  It turned out however that I did not need to do the medical before going for the Z. I could have done that after I entered China.

Remember, the above is for a working visa. You can also get a residence permit on Q and X visas.

Introduction

 

This still goes over some people’s heads (in some cases because their hotel, employer or school takes care of it without telling them), but by law, in addition to having a visa, you need to register your place of residence with the local police. This may seem invasive, imposing, bureaucratic or simply a bore to do. It’s also very important, and not doing it could cost you, so we recommend you register as soon as you can.

 

The Information

 

According to the strict letter of the law (and posters in compounds where foreigners live will usually remind you of this), foreigners in China should be registered with their local PSB (Public Security Bureau – essentially the police station) within 24 hours of arrival in China, moving to a new apartment, or of getting a new visa. Failure to register can be punished by a fine of up to 5,000 yuan, at the discretion of the officer handling your case.

 

In practice, most PSB offices will not fine you for registering a day or two late, but don’t take liberties. Many foreigners have been fined for showing up late (sometimes months late) or being caught during a visa crackdown having not bothered to register.

 

If you’re staying in a hotel, the hotel will register you when you check in. They may ask you to complete the registration form yourself, or they may complete the form on your behalf, though they’ll probably ask you to sign it. They’ll make a copy of your passport, then file your registration with the public security bureau within 24 hours.

 

If you are a student in a university, or work in a place that owns/provides your accommodation, again, the process may be taken care of on your behalf. Ask your school or employer who is responsible for this.

 

If you rent a private apartment or own your own home, you are responsible for registering for Temporary Residence.

 

Within 24 hours of arrival, you should take your passport (with visa inside) and housing contract (or other papers, if you own the property) to the local PSB office, or paichusuo. Check with your landlord, property management office or a neighbor if you don’t know where this is – they should know. Some compounds even have their own paichusuo.

 

At the PSB, there may be a desk marked clearly for foreigners registering (though they may use the word “alien” to indicate your otherness). In areas where there foreigners are a rarity, you’ll likely just wait to be seen at a regular desk. All you should need to do is present your passport, visa and housing papers, and the police will complete a form for you to sign. 

 

In some cases, the police may be more demanding. They may ask you to bring your landlord: If so, this may be because of a particular issue they wish to discuss with the landlord (which may be unrelated to you). You won’t really have any choice but to try to comply with them.

 

The end result should be you getting a form like the one below.

You should keep this document safe. If you lose it, return to the PSB office where it was issued and explain the situation. They should issue you a new form without any hassle if you were already on their records.

 

If you move house, you need to register following the same steps above at the relevant PSB office for your new apartment. The same rule applies: you’re supposed to do this within 24 hours.

 

Every time your visa is renewed, you should return to the PSB to re-register. Failure to do so could leave you in the same position in the eyes of the police as if you had never registered at all, and you could face a fine.

 

Finally, there are occasional crackdowns on foreigners working and living illegally in China. During these periods, police may carry out spot-checks on foreigners, often paying particular attention to workplaces (schools, most likely) or residential areas where there area high concentrations of foreigners. Police may even knock at your door asking to inspect your documents. It’s a good idea to carry at least a copy of your passport photo page, visa, and Registration Form of Temporary Residence with you at all times when sensitivities are higher. If you’re registered and all your papers are in order (ie. your passport and visa haven’t expired, and you’re not working without a work visa), you’ll have absolutely no problem. If you haven’t registered, prepare to pay a fine.

Finding an employer, who'll apply for an Invitation letter; 2. Exit China and apply for Z visa in your home country's Chinese embassy; 3. Enter China in 30-days after Z visa was stamped into your travelling instrument ...As I am aware, you won't be able to switch to Working permit by remaining in China....,so make ready for a return to your home .... -- icnif77
