I want to know how to open a company in China: is there any OFFICIAL website where I can check all the legal requirements (name of a Public Office in charge of that would be helpful as well)? I have all other things figured out, but have no idea as per legal side. I know that there are many tutorials on the Internet,but they mostly advertise some outsourcing companies and I can't afford to pay a 3rd party.

If you can't read or speak Chinese the you'll HAVE TO pay a 3rd party. The rules can be complicated

Is it true that it doesn't cost 1 million RMB to get a license to hire foreign staff? My wife and have enough to open a business but for my wife to hire me I heard a rumor 7 years ago that it would cost 1 million RMB to get that license. Not sure.

To be honest i don't know about a Chinese owned company, only about a WFOE.
When my boss formed his WFOE in 2015 is was opened with starting capital investement of something like 300,000 RMB (small consulting/QC company). He was able to employ me legally.
What I was told a few years ago was that a Chinese company could only hire foreign staff if they were a limited company though I don't know how that works.
