You just need to check if your area has restrictions/lotteries for license plates or whether the used car comes with the plate.

I don't think you can on that visa. Laws have changed a lot in every city in China. I don't seeing you having an x day trying to buy a car.
You can't buy a car with your name. You'll need to give them money.

Working Resident Permits can have a car in his or her name in low traffic cities super easy, Shenzhen can still too, but Beijing and Shanghai the plate # will cost you some money to bid for a plate #.
