Q: Is it serious?

Well,the school I'm currently  working on (some fixed date)having a government check this week.So,is this normal to inform the school before they come or can they even have a surprise visit?Does this imply the school pays money to the government and we are safe?

They come without warning. Have your documents and visa ready and on hand.

some schools relationship is based on the children of psp officers getting free english lessons and they dont want the school to have problems and their crumb cruncher does not get free english anymore.

I carry passport and FEC with me anywhere I go. I am new to Xinjiang, and my passport was at the Police Station for Residence permit extension. It was actually in the Headmaster's drawer, butt....

 

Last Saturday, I took 40' ride with the bus to Urumqi. Police came on the bus, checking ID. I called School rep., and she had talk with the police officer, who let me continue the journey.

 

I feel less and less comfortable in China, while I am without my documents.

Trust me, DO NOT leave your docs with your employer!  They can (and often do) use that to pressure their teachers unfairly.

And even in cases where the school is on the "up and up"  you could be fined for not having your docs with you. Not always will the headmaster be able to clear it with a phone call like in your present case.

Now, you do not need to carry your FEC with you, but only your passport and resident permit (though some places allow a photocopy to be crried instead, but it depends on area).

I would imagine that higher security areas like where you are right now could be more strict with documentation requirements.

In Beijing, I can usually get away with the photocopy, BUT when there is some incident (like protesting at the Japanese Embassy, or news of a foreigner arrested) then they do require the actual passport and not the copy.

Yesterday, one of my friends at the PSB told me that due to the upcoming anniversary of a 19 89 incident they will be more strict with documetation.

Thanks, Guilin! I am at the Public School, and this is their first time extending Residence permit for foreigner. They don't press me with anything. They often made up the answers, convenient for them. I told them, I must carry my passport and FEC all the time with me by Chinese Law! I over do it, because I don't want to hear any stories after new FEC is issued. School now 'knows', they must give it to me as soon as they get it from FEB.

When I returned from Urumqi, I ask rep. where is my passport? A: 'At the Police Station!'. After demanding my passport immediately, School rep. went to the Heads's office, and returned with my doc.

It is to check for illegal teachers, working without the correct documents. China is cracking down on illegal and unqualified teachers, as well as the schools and agents which employ them.

 

It sounds like they are giving a heads up, to give you a chance to run if you are illegal. It would save them a lot of paperwork. If the school hasn't done your paperwork, they probably don't care if you stay or not. It could also be the school's way of getting rid of unwanted teachers.

 

There are those on various forums who are constantly whining about not being allowed to work illegally, just because they have no skills or qualifications. Yet they continue to do the same thing over and over. These are the ones China wants to get rid of.

In my experience any company that gets a heads up warning will usually be fine because they have time to cover up their tracks and put on a fake show to the inspectors. I don't know if it's true or not but it's my opionon that if you get a heads about then the police aren't serious about taking any action and someone has most likely been bribed, that's just my opionon though and not based on any factual evidence.

 

 

It's the unannounced inspections you have to worry about, those are the ones where the police are trying to go after someone and make an example.

 

I've had a job in the past where they got heads up and I was simply told to not come in that day. Next day it was back to work as usual.
