If a girl is born and raised in China but never legally registered because of the single-child policy in place at the time of her birth and childhood, is there any way at all for a legal foreign resident to marry her?

She must have an ID card surely? How can she live, get a job, seek medical help etc. without any documents?

How? She needs to show her Hu Kou to get married & if she wasn't registered then she won't be on the family Hu Kou.
You need to pay the fine, " social fund charge" I think it is called. The fine her parents did not pay when she was born.
If you pay that she should be able to get onto the family Hu Kou and get an ID card etc.
There are lot's of unregistered people in China because of this.

i have known couples with paperwork problems who simply go to hong kong to marry, in fact the law used to be and may still be that a lady can marry above the age of 16. dont know if this will help for immigrating though.

I wonder how these people feel because essentially they are not legally a part of society. Which means if something bad happens to them... they can't really go to the police because they can't report a crime under their name.
I think you can marry to her after paying the "fine" like Scots Alan says. Another method is bribing the local officials in her hometown.

It's not much different than the millions of migrant workers who are away from their hukou place of registration. They also have severely limited rights.

That is true. And when they complain (about not being paid) then they get the shit kicked out of them by hired thugs.
And their children are not allowed to enter the schools in their work place. So basically their family MUST stay back in the village and separated. I feel pity for these people, they are in such horrible situations. Anyone can mess with them, and they can mess with nobody. The media is their only possibly outlet and to gain sympathy from the masses... if their story is lucky enough to be heard.

yeah but honestly their parents were being typically selfish having extra kids when it's against the law...and they can't pay for it. Is that fair or necessary in a civilized society, no of course not.
But here it really is necessary, as unfortunate as that fact is. Can you imagine this country if they didn't have a one child policy? It would be like Bangladesh.
No, their parents made a choice to cheat to try and give themselves an advantage over others. (in a society where abortion isn't shamed or looked down on)
There are no good guys here...only selfish people.

having children is a basic human right, only an evil regime would prevent its population this.
(yeah yeah overpopulation, too many people farting, but in modern developed societies, we barely get enough children to sustain population numbers)
Buy her a fake hukou
Get her a passport
Take her to your home country
Marry her
Tell her to ask herself if she ever wants to go back to a country that allows her to not exist.
Wow. Is this problem isolated to any particular province more than others? Are there literally undocumented Chinese people walking among us all the time throughout China?
My question is, do these undocumented people get counted in China as part of the 1.3 - 1.5 billion people?
