After I called him out on the "you can work on the business visa legally" LIE, he then emailed me the other day saying: "I spoke with my partner at the school and she advised me that she's going to be able to get you a Z-visa." I asked him how and he said: our partner has the ability to get Z-visas for anyone now. She has an agreement with the local government in Beijing." Your thoughts??

wait and see if they send you the official documents you need for applying for a 'Z' visa. If they don't send them, or give excuses, they are lying again.

Ok now my recruiter told me that I will enter China on a tourist visa and then the school will get me a Z-visa once I arrive...
sorrel:
my suggestion is - stay away from that recruiter. they will probably **** you over, getting you in to work illegally, and then keep promising you they will change it. Remember - they have already lied to you. they will lie again. Official 'Z' documentation or nothing. just my 2 cents

....and then School will get Z once I arrive...........
You can pick-up Z in Chinese Embassy in your home country (ONLY!). You cannot change L to Z in China. You must exit China, and get Z in Chinese Embassy. If you're lucky, School can manage your Z pick-up in Hong Kong. That's the cheapest and fastest solution. But, 'you must exit China, return to your home (or HK), get Z, and return to China'.
Quite possible!
Your employer need some time to apply for your Working permit (30 -60 days, I think), so School might make you work with F (it happened to me!), and after they'll get your WP, you'll be required to exit China, and apply for Z visa at Chinese Embassy.
First documented sign, your boss is telling the truth, you'll get when you'll receive your WP.
I guess, you can ask at SAFEA, if your employer is authorized to hire FT. You must have your boss's partner title.
Is School (or boss's partner) located in Beijing?
Yes, it is in Beijing. He told me that the name of the school is Rong He International. No one seems to have heard about it though :/

Your best bet for more info about 'Rong He' would be at SAFEA. Ask your boss: - When does he think, you will be able to return to China with Z? - Where will you exit China? Can you pick-up Z in Hong Kong; - Will School cover the cost of Z (return tickets, and so on)? If he knows the answers, School will most likely apply for WP, and get you Z.
If you don't trust them, just look for another opportunity.
Go with your instincts
If you think this job may be below board , simply walk away now and look for another
There are more scams in China than Call centres in India
Try I to I English from the uk they will help you find legal work all over the world they don't just sell online courses
Wish you luck
You are stupid for continuing to deal with them. That is the first thought that came to mind. You now know they are a liar, dishonest, and engaging in reckless criminal behavior. Add to it you are a foreigner in china. If you are too not smart enough to know what that means you deserve the consequences. See : my school won't pay me on time and they want me to pay 2000 which I don't have guy.
Rong He International is Hong Kong based Co:

Rong He is Investment Co. I am not sure, if they CAN be 'authorised to hire FT'. Proceed with caution!
take care because usually they ask a friend who has a permit to hire foreigners to get you the visa
which is still illegal because you will not be working for that friend
when they send you the papers make sure the name of the employer is the same as the one you signed the contract with
otherwise don't go because putting yourself in an illegal situation in China is not the best idea
they can blackmail you and use it against you so be cautious
Heads up to you and any other people; there is a 90% chance that you will get screwed by using an agent, or the least just have your time wasted. Do not use them.

Last year, I worked with 2 different agents, one in Dalian, and another one in Beijing, which I would recommend to anybody. If somebody is interested, PM me.
