Q: paying tax in china

It seems a very low percentage of foreigners holding work permit pay taxes in china... is it not risky? Any cases where foreigner asked about why not pay tax by govt. officials?

I don't pay tax because if you earn 5,000 RMB or less per month, there's no tax. Only the amount above that gets taxed.

I pay China tax, social tax and California tax.  I have all my taxes (except California) taken out of my pay automatically.
