Q: People jotting down things on overpass about highways?
Lately I've been seeing random workers in the morning standing on the overpass going over the highway next to my place, carefully gazing at the highway and the cars zooming by, jotting things down.
Anyone have any clue what they might be doing? They come in numbers every time - it's never just one at a time.

They are probably doing traffic studies. That is the only thing I could think of at least. By doing timed samplings at different times of day it can give you rough traffic usage data that can in turn be used for various urban planning efforts.
