You really need to delete some of this information for your friends safety .

you need to report this to his embassy or if you are in his home country contact your local police station with the reinvent information   . Sorry this is about as helpful as I can be Good luck with it , hope it turns out well

Just found his flatmate and his address, but the flatmate says he hasn't been home since Sunday...

Physical description? Other known hangouts, habits, associates, friends? Would he have any reason to be hiding from someone? Medication? Mental illness?

Like any major city, Shanghai has a plethora of CCTVs. It would be prudent to contact the consulate and then the PSB to start tracing his movements from whence he was last seen.
