Q: Registration of Temporary Residence Permit

I will share some of the difficulties I have been getting from the local Police Station when I requested the Registration of Temporary Residence Permit after returning to China from a vist to HKG for one week.

I have been requesting it for almost one month now, and it has been rejected now almost 7 times claiming something else required is missing, or not done correctly.  I am wondering if I am facing a horse's ass or if they are trying to make my life a little harder, or clamping down on foreigners in general.  Any ideas ?

I first went as many other times in the past, filled the application form, gave copies of the normal required documents and a photo of me, and was told to return for it in 3 days.  Went back and they requested that on the photocopies, it should be one per page, not two or more documents per page.  So, I redid everything with one document per page.  But rejected again, they wanted now a color copy of the rental agreement so the thumbprints will show up better.  So I did, but rejected again, the photocopy of the ID of the landlord had to be in color too.  But rejected again, they wanted the huckou book of the landlord also.  But rejected again, because I submitted photocopies but not original documents also.  But rejected again, they now want the landlord and me both present when it is submitted again. 

I have a pissed landlord, who already told me to find another place to live when the contract expires, because foreigners have many regulations that bothers him too much.  He would rather rent to locals (by law, locals should also do this, maybe landlord does not know this).

After almost one month, I still do not have it.  But I do keep smiling and doing whatever they ask for.  Is anyone else seeing the same attitude from local Police?.  Are others having similar problems with the permit?.  The one prior to this one was a breeze to do, just submit documents and go back to pick permit afterwards.

For me, everytime I have to go to renew my resident permit (and I should mention that I'm not even working but just living with my Chinese wife), it seems that I am one step closer to Buddha because of the patience I need not to insult everybody around (police officers too).

My situation is a bit different than yours, but before I can even think to go the police station for renewal, my wife needs to :
1) go to the local community office to ask for a proof of residency. Since she has a Anhui hukou in Shanghai, she needs to show the rental contract and naturally, that office would require that our landlord had paid the taxes on the apartment, which she naturally never do. So my wife has to bargain with the lady in the office about how much taxes we would eventually pay for the landlord.
2) When her proof of residency is done, she needs to go another local community office to renew and update her working card (she has a 6 months renewable card) with the residency certificate. The information is updated in the system.
3) She needs to go to the local police station to get another paper stating that her working card is valid (usually, it would take 3 days to update the information from one office to the police station)
4) then we can finally go to the Shanghai Entry Exit bureau to apply for the resident permit with all the documents requested.

If I go by myself, I'll get fucked because I start to lose patience when they asked documents that they didn't mention when calling at their hotline. By losing patience, I also start to curse them and their "f***" policy. Until one day, I was fed up about it, I went to the Shanghai Entry Exit website and started to complain about their process and procedures. A supervisor called me back, told me which documents again, gave me his name, and we later went with my wife. There, we started to have problem again, and my wife and I just say : "Oh, Mr. X told us we just needed this and that, nothing else." No words, no more problems. Everything went fine. Whenever renewing the resident permit, my wife calls him before, asks the documents.

I guess you would need to know the right supervisor or to complain on their official website. After education, administration is my second reason to leave this country.

I renewed mine last week,no problem mine is a working visa,plus my daughters last week she is on my wifes visiting family same no problem,they only asked for copy of visa has they already have copy of Hockou book on file and we have not moved,are you going with a Chinese person to the police station

Well, according to the latest instruction given to me by them, there is not such a thing as having already a copy in the file, every time must turn everything again. And must not have two documents copeid onto one page, each document on a separate page too. By the time I have eveerything they want, it will be from 40 to 50 pages of different BS !.

here.. my wife goes to police station with my passport ... after each entry from abroad... thats all.... i dont have to go... easier than any other country!
U have to be lucky... or is it that i am paying huge tax?

Yes, until about three months ago, it was like that for me too, but not anymore. My guess is that some foreigner tried to be smart and that got them piss, and now they want everything by the book

One last word on this subject matter.  I got the permit !.  After a long argument, they gave it to me when I told them by Law I am supposed to have it, if I do not it will be your fault, not mine.  And after that, they quit asking for more documentation and gave it to me.

On the answers now, I gather some are confused with what a "Temporary Registration of local residnce permit" really is.  It is not the Residence Permit issued by the local PSB and that allows you to live in China for one year for different reasons.  The one in question here is issued by the local Police Station nearest where you live, it is free of charge, and it just registers your address in China with the local Police.  It will be required to be shown to PSB, along with passport and visa for any requests you will have from PSB.  And you are supposed to carry it with you at all times too.  And also, if you stayb at a hotel then you do not have to do it at all, the hotel will do for you.

They are two different animals with very similar names, please do not be confused.

Not ony that, but if you stay even just overnight at a friends house while visiting, outside of the city you live in, you need to register at the local police station. This happened to me about three years ago. They were quite annoyed until I said that I was "just on my way" to see them that night. I am sure they did not actually believe it, but I guess it was one of those face-saving things. Ten minutes to get to the station, three minutes in and out.
BTW, as far as I know, I am the only foreigner who has had to register for that overnight in another city. Everyone else looks at me in great surprise when this has come up.

Wait, HappyExpat, you mean you were going to the Capital City PSB for your living temporary permit instead of the local PSB in the city that you live to registar your living address? Oh my, no wander they were going round and round with you.

Alas, live and learn. Bet your sweeping that brow of a bead of sweat. Congrats man. And I'm sure your land lord is really happy, you should take him out to dinner.

Techezee, where have I said that I went to the Capital City PSB ?

One more time, the " REGISTRATION F0RM OF TEMPORARY RESIDENCE" is requested and obtained at the closest local Police Station (nearest) to where you are living, and by Law it is supposed to be done in cities within 24 hours of arrival, in country side within 72 hours of arriving.  It is a form printed on a regular sheet of paper 8-1/2 x 11 inches or so.  It is not done at all by PSB.

I always referred to the officials involved as local Police, not PSB officers.  And for this form, all you need is passport and visa, and a 2 x 2 ID photo.  Sometimes a rental contract or the certificate of ownership of an apartment is required, but only the first time as long as you do not move to a new location.      

And again, this is not to be confused with the Residence Permit issued by PSB, they are two different animals with similar names.

I have always had it pretty easy when getting mine.  I just go to the local PSB, show them my the documents they want and I am done.  In and out in about 15-20 minutes typically if there isn't a line.  The last time I did it was about 1 month ago.

By law (at least this is what they tell me), I have to renew the registration every 90 days.  Since I have been using the same place to register for the last 5 years, they all know me on sight by now.  

I am also popular because I always bring a box of chocolates every time I visit them.  (The residence verification folks are almost always female.)

Yes, HappyExpat, I know this. You were doing something that wasn't needed in the wrong place or at the right place doing the wrong paperwork. Of course everything has the same or similar names that makes everything in China misleading and redundant. Chill buddy. Just happy you got it worked out

First, I am cool, I am not upset at all.  But somehow, I am not getting to you.  I was at the right place (the local Police station nearest my home, not at PSB), the same place I have gone to get the form for the last 26 months.  Second, I had the proper documentation the first time I tried after returning from my last trip.  The same documentation requested at least in 12 previous occasions (my passport and one ID photo).

The only thing different was a new young female clerk who thought she was the President of China, and kept on asking further documentation each time I visited.  Even if they already had on file there (from previous requests) the rental contract, and the aparment owner ID, she kept on insisting I must produce it each time I made a request.  She even asked for the Certificate of Ownership of the apartment, the owner's hukou book,  and the last drop that filled my cup was when she requested in writing why I was in China.  At that point I went to see the local Police Chief, and with the help of an interpreter eexplained to him what was going on.  He called this new clerk into his office, and told her that there was no need to request each time all documentation, if it was on file, and no change, not needed.  And there was no need for the owner's hukou book, the apartment certificate of ownership, etc.
She was instructed that on repeat occasions, when no changes are in effect, only the passport and a photo were required.

So, I felt a little better when I left with the Registration form in my hands, and a small smile on my lips.  The Police Captain was upset when he heard from me that my landlord (landlady) had told me to move out at the end of my lease because she was bothered too much by so many requests for documentation from the Police clerk.  He called the landlay and apologized to her, and assured her that this situation will not happen again.

As you see, everything was resolved in a positive way, so I am cool about it.

Good, actually I think alot of Chinese women think they are the President of China. I like that you said that, I actually call them the Queens of China, I gander she didn't apologize. If she did, I'll be blown away
