From Chinadaily...
Teasing babies can be harmful Chinese people love to tease babies, but they may have to rethink this practice, as it has led to harm in several cases. A baby was diagnosed with alcoholic dementia, having sustained brain damage after his uncle fed him some homemade wine to tease him in Guangxi province recently, according to cnr.cn. This is not the first time such tragedies have happened in China. Some Chinese people often express their love for babies through teasing them, seldom thinking about the possible physical and mental harm if their behavior is not appropriate. In fact, babies should be respected as much as adults. Experts suggest learning from other cultures and balancing expressing love with behaving appropriately towards a baby. How is giving a baby alcohol considered teasing, and not child abuse?

When my son was 6 months old. My MIL asked me "Do you think he can think?" A 6 month old who has started to crawl around and pick up everything.....
fada:
I remember the first thought where i recognized me as a person, probably not my first thought as such but its the one i remember distinctly thinking afterwords that it was my first thought where i was me. Ah to be 18 and stoned again! :)
Hulk:
Of course they can. Our son is 2 months old... he's always smiling, happy, etc.

You should've asked your son, regarding the MIL, "Do you think she can think."
I read that article and was gobsmacked that it was referred to as "teasing"! Totally agree with you and the guy should be done for GBH or ABH.
Dear people,
Raising a child requires responsibil.... oh, never mind.
when rich people do crazy stuff, we give it the endearing label "eccentric".
Chinese have multiple layers of social classes which must be excused from responsibility through all manner of mental and linguistig gymnastics.
the rich
the elderly
older family members
rich kids
women
anyone with guanxi
people who can spontaneously cry and play victim
and all other Chinese when interacting with any non-Chinese.
I get "teased" a lot too.

Chinese people just have the worst parenting overall. They treat the children like they are toys until they cry... then Chinese usually get mad and whack them or scream at them.
The tease the children and laugh at them constantly. They teach the children that smacking things is fun, which is why small animals fear children like the plague.
And then Chinese wonder why they are always apathetic introverts.
Gee, I wonder... durrrr...
BTW - Chinese don't force feed babies alcohol to "tease" them. They do it so the kid will shut and and stop screaming and crying... and to watch the kid fall over and entertain themselves. Good people!

Yeah, parenting here is really where the selfishness entrenched in Chinese culture shines. I think I may have saved a little girl's life in my gym last week--I stopped her from playing with deadweights. Her mother was in the next room, obliviously participating in a dancing class.
In my world, human beings would have their reproductive system linked to their cognitive ones. If your IQ passes a certain number, then your body starts producing sperm/eggs. If your IQ never gets to that point...sterile. It would solve a lot of sad cases like this.
Robk:
Haha... that sounds like a good idea but unfortunately some really dumb people can turn out to be extremely amazing too. They aren't like offensive stupid, or dangerous stupid but they have a hard time figuring simple things out.
My wife, for example... didn't score very high in the IQ department. But she is extremely good at cooking, cleaning, bargaining for deals with people, winning people over and overall has a very likeable personality.
If your law took effect, I think the world's population would be halved... in about 20 years lol.
Scandinavian's post scares me, actually. This may be why infanticide and abortion is so easily justifable in China. "They can't think! They're just cells!", etc.

For the very same reasons that catcalling foreigners, giggling and mocking them is considered "friendly" because "they are not used to see foreigners" but a foreigner doing the same to Chinese people is seen as "rude" and "go back to foreign country".
Because grown up Chinese are immature children, and must be treated as such.
