The Bank of China seems to be the best when it comes to exchanging money. Take your passport and maybe someone who can translate for you. They only allow $5,000 USD per day. If you are near an International airport go there and exchange your money.

If you're only here as a tourist and just need to exchange your riyals, then as suggested before, go to any bank and you can change your currency into RMB.

If you're here for a long time, then you can open a foreign currency account in a bank and transfer your money from Saudi Arabia to this bank. Then they give you an account book with which you can exchange your money. The rate is usually better when you want to exchange money after a wire transfer.

take your passport and go straight to bank of china and show them riyal and tell them (wo yao huan qian ) and its done
