First of all this is China and many things are possible. Secondly, you will encounter two problems here. Firstly, you will need to find a school that will consider hiring you. I would recommend that you try the less-developed provinces such as Henan, Hunan, Hebei and Hubei, or even parts of Shandong. Then even if you can find a school that will hire you, the school will need to convince the local Foreign Experts Bureau to issue you a Foreign Expert's Certficate under what is known as an "exclusion ruling" (meaning, not from one of the Big 5 countries). Should you obtain a contract from a school and then obtain the Foreign Expert's Bureau, the "Z" visa / residence permit from the PSB will follow in due course.
It is true that a lot of Asians are hired in China, particularly from the Phillipines. They are usually given a shot at jobs that pay less than the average for the same job or jobs in the city where the job opening is to be found, and they are quite good teachers, the ones that I know, but still even for them, the windows of opportunity have been slowly drawing shut.
Your process is going to take a lot more time than the average foreign ESL teacher. I hope that you have a TESOL / CELTA certificate, a university degree, and at least two years of relevant work experience. Having all of those will increase your chances.
You shoud check on all the major job boards, this one, and others, and in your case, I would probably go through one of the bigger agents to help me out. It's a matter of getting the foot in the door.
