Q: Is there any way a complaint about banks here be taken seriously?

As the question says...

There's a Banking Regulatory Commission, but is that any use?

Or, do I just have to do the laowai thing and go mental in the bank???:

I vote mental... unless you have political pull than the bank, any complaint is just a waste of time.

Complaining won't make a difference but I say go ahead and try all avenues. Every single time I go to a bank, people are shouting and screaming, usually at the awful service and lack of staff. Chinese banks really need to improve to be taken seriously so you might as well try to add a little fuel to the fire.
