Or bank? At $5 a hit, it gets a bit steep. I managed to take out 30,000Y from a bank before but the fee was still big. And it took me 2 days to find a teller that wasn't lazy enough to do it.

Not big difference, but at China Merchant's Bank, you can withdraw 3000 Rmb daily without fee applied around China. If you withdraw less than 1000 Rmb, fee is 5 Rmb. You should use CMB ATM.
My card is from Zhongxin Yinhang 中信银行, China Citic Bank and when I use it at other ATM's, the max is indeed 2500 and the charge is 2 yuan. At a Zhongxin ATM, there's no charge and I can withdraw 5000 at a time.
in ICBC I can take out more than that, but has to be in 2000 Yuan increments. this is using a standard ICBC UnionPay card from ICBC in ICBCs ATMs
Don't remember their fees exactly, but as long as you use the ATM in the same town as the account was created in, the fees are not to be concerned about.
If you are using a Canadian card, then open a local account, get a local card, and do a bulk transfer. You just need your passport, some patience and a Chinese speaking person to open an account (so-called "International Service" in this town just means the clerks don't hide when they see a foreigner, not that they can actually communicate in English)

i can always get up to 3000 RMB and then i take my card out and put it in again and withdrew 3000 RMB again
I am using a foreign card. If I transfer funds to China and open an account, do they charge me a fee?

With my foreign card I always take out 3000 RMB in Bank of China around the corner.

most likely your bank in Canada would charge a fee for doing an international transfer. We have transferred to ICBC and Bank of China without them imposing any fees. One thing to remember though. The money will be converted on the way, so you can loose some value in this. For ICBD we have an account that can hold foreign currency, so e.g. we can transfer some USD to it. Then the money is useless, needs to be turned into RMB first. If this is done through the ICBC webbank, the rates are slightly better than if you go to the bank and have them do it there. (for large sums it would make a difference)
I use a Bank of America ATM card and as long as I take our from China Construction Bank there's no fee. I can only take 1000 RMB out at a time however, and if I want to take out anything more than that I have to have the machine spit out the card and do it again, and I can only do that 3 times, totalling 3000 RMB per day.
