The reality is that if someone, say a government, wanted to kill vpns then it would take about one minute to enter the protocol onto a switch which would propogate to every router in the network in a short time. Job done. That is not going to happen. Too many businesses rely on them.
As mentioned above, there is a lot of tin foil hat talk going on regarding this topic. It's a sensitive time so a general throttling back is routine. Most of the vpns experiencing issues are freebies or cheapies.
There may even be a more practical reason. With the plethora of junk vpns out there perhaps the market is just being cleaned up and the flood of encrypted traffic being thinned out. Let's face it, if you want news from home you don't need a vpn. If your email (who uses if for private purposes nowadays?) needs a vpn then set up a forwarding to outlook or something. It's simple.
I live quite well and have access to basically everything i need. I couldn't give a shit about Facebook or twitter. You just have to use a little nous. It's really not hard.

The VPN blocking has been on many websites. China is cracking down and hoping to block all VPNs by February 2018. Yes we've all experienced this before but they seem a little more serious this time.
