Not much of a question but I just have to know does it mean something In Chinese or is it an inside joke I just do not know not trying to start a problem I just have to.
I don't know who blank is but wu mao dang is a nickname for people the government hires to post generally patriotic but mostly xenophobic statements on websites. They're encouraged to post on mass (5 mao a post) in order to derail any constructive discussion that might make people question Zhongnanhai. As such, their posts are usually pretty slapdash and sensationalistic ie "America-Japan-Korea Chairman Obama is poisoning Chinese food to kill all Chinese babies." and a shitstorm ensues. Job done.
This works well on Chinese sites, but occasionally they'll release the dogs onto an English language website. Generally Chinese nationalism doesn't hit home with foreigners, and they'll often pretend to be American but can't speak English well (me america new york man, me hate self, my country so bad! China so good five thousand year history!). They still manage to ruin perfectly good websites so mission accomplished.

People who are allegedly and secretly paid five mao (50 cents RMB) per post/comment that praises, supports, or defends from criticism/attack the country, government, or Communist Party. Netizens who are very nationalistic are often accused of being part of the “50 cent party” spreading propaganda or “guiding” public opinion.
