Fapiao are official invoices, registered at the local tax bureau, which are used as some kind of final proof-of-purchase of a good or service.

They also are supposed to insure that the seller pays taxes on the item sold. Merchants have to buy fapiaos in advance from the tax bureau (for smaller companies) otherwise the government would never get paid any tax on transactions.
