I've heard people some people say that the need for foreign teachers in China is waning. Do you think this is true? How have the recent and rather confused visa law changes affected things?

I can't say for sure, but I do know of some schools who are finding it harder to recruit teachers and a recruiting company saying there are a lot less people looking to come to China.
I personally haven't seen any less demand for teachers, nobody I know has been made redundant and people who leave are still being replaced.
I suspect the market is looking good if you're a teacher wanting a job here.
nobody wants to teach in the west anymore, so while we do have a glut of graduates waiting for the old farts to retire or die, nobody is choosing education as a major going forward, this bodes well for teachers already here, as the supply will be going down very soon for recruiting. the problem is china want be the factory of the world in 10 years so the demand may fall also, if they have a lost decade like japan, we may all be going home.
I concur with Stiggs above! I was looking into changing of RP sponsor in the end of March as Non, and had three serious offers in a week, after I sent my CV to some 15 job adverts.
Cause might be my 7th year of working in China.
I know for 2 FTs openings at my place, but there are no takers, yet.
However, I kind of judge job market in China through the offers for Summer camp - part time job, which are in steady decline since 2009.
Last year, there was none suitable (decent pay) advert, and this year I spot maybe 10 offers, what tells me English Schools in China aren't loaded with students in Summer recess ----> economic slump.
